Job Description

The Clyde-Savannah Central School District has an opening for a .6 FTE Grant Funded Community Schools Program Manager  

Community Schools Program Manager is the primary person responsible for the  integration, alignment, and coordination of grant projects assigned for management which will include social emotional learning, mental health,  culturally responsive practices essential to reduce absenteeism, suspensions and behavioral issues to enhance overall student well-being, and building relevance to curriculum as well as interfacing with cross-sector leadership with funding streams to include Federal, State and Private Foundation grants.

Requirements: 

NYS Fingerprint Clearance

NYS Teacher Certification or equivalent experience required

NYS District or Building Leader Certification or equivalent experience preferred

 

Job Qualifications

Abilities & Skills:

  • Experience working with students, educators, families, and high need rural communities and managing  grant programs
  • Experience leading projects and maintaining timelines with understanding of evaluation and grant reporting
  • Problem solving, corrective action planning and anticipating problems and using that anticipation to develop preventive measures to maintain project integrity
  • Strong fiscal management ability
  • Ability to train staff to use positive youth development strengths-based approach
  • Ability to train staff around impact of Trauma and approaches to build resilience using the Collaboration ARCH
  • Build culturally responsive program using the NYS Culturally Responsive Sustaining Framework
  • Utilize the Quality Self-Assessment tool form the Network for Youth Success to maintain continual improvement in afterschool programs and the Tiered Fidelity Inventory for MTSS during the school day and other fidelity tools as required
  • Primary liaison between the community agencies, other school districts and collaborative work groups and the grant projects assigned.
  • Operationalize functional cooperative agreements between related projects
  • Awareness of ESSA and ability to engage in efforts that directly relate to accountability metrics like Chronic Absenteeism
  • Budgeting ability with support from the Assistant Superintendent for Business to align spending with required project expenditures
  • Ability to gather information from state and national funder webinars and distribute that information to administrative teams in buildings and districts
  • Capacity to learn and operate grant management systems from various funders like grants.gov or Just Grants or NYSED Vendor Portal or others
  • Maintain data security and privacy & supervise staff and partners for compliance w/ data security protocols.

Job Responsibilities:

Supervise Timelines/Deliverables:  Monitor the actions and progress of assigned grants and provide support, training, resources and facilitation required to help each building develop meaningful workshops and enrichment; directly encourage multi-school partnerships to leverage resources and activate economies of scale principles while maintaining data security & privacy.

Pipeline Services: Support district efforts to implement a continuum of needs-driven, high-quality programs and services in adherence with the community school model, including but not limited to expanded learning opportunities, health services, parent/family engagement adult education, direct material assistance, and interventions targeted to chronically absent students.

Multi-Tiered System of Supports:  Ensure alignment and integration of all programming between the building, the district and the community by attending countywide and district level MTSS meetings across all tiers and community and county meetings to integrate and align supports for students and families.

Access:  Provide directly or arrange for training and technical assistance to ensure cultural and linguistic appropriateness of services, programs, and communication efforts.  Engage community agencies to help students and families feel welcome and supported regardless of race, age, gender, sexual orientation or personal circumstance.

Advocate:  Organize and oversee assets and needs assessments on an ongoing basis and seek input from teachers, schools, school staff, parents, and students to determine ongoing needs of students and families, including ESSA recommended surveys. (GEPA)

Connect:  Serve as a point person for agencies and programs interested in partnering with the assigned grant projects  and develop strong relationships with teachers, parents, and students and also build rapport with leaders of county departments, community based agencies and school district and building leaders.

Examples of Typical Duties:

  • Arrange for training for staff, schedule staff and lead site coordinators
  • Facilitate grant advisory meetings
  • Complete grant reports and amendments
  • Provide tools and direct supervision to ensure fidelity to process measures and evaluation of outcomes.
  • Analyze evaluation reports for necessary actions to maintain or improve quality and coordinate with school leadership to maintain a focus on results and track progress for particular components of program; make adjustments to increase impact on student achievement
  • Maintain accurate fiscal records, complete all grant reports and fulfill all requirements
  • Other duties as assigned by the Superintendents, Supervisors or as new requirements from NYSED become available.
